Yes, they are. You cannot get a shiny reshiram or zekrom. They are shiny locked.

adding on to that you cannot get a shiny victini, arceus, mew or dreamworld pokemon that has come directly from the dreamworld (although you can breed a shiny pokemon with it's dw ability from a dreamworld pokemon). irachi might be included in this rule as well but i don't think celebi is. kyurem isn't either weirdly

I don't really know why. My best guess for reshiram/zekrom is that unlike most other legendaries, there was only ever one reshiram and one zekrom and they were non-shiny. But for the hackers they gave them shiny sprites anyway :P.
