Flying/Surfing Pikachu

Is it possible to find a Flying or Surfing Pikachu on a Pokewalker? If so where and how many steps do you need?

You can. But it is found on a special stage that was only available in either 2010 or 2011. So unless you can find a person whom owns one, then you can't. And the step count was 5000 if I am correct.
