umm... only legendary pokemon out in dream world thus far is Arceus that I know of all other legendary pokemon are event based that did stuff in the dream world but the actual time to do those events has expired saddly.

False conclusion if you have the dream radar app for 3DS you can get the Therian Forme Trio, HO-OH, Lugia, Palkia, Dialga and Giratina
all with dream world abilities I have all three Therian Formes twice one set lvl 5 and the other set lvl 20-31 2 HO-OHs lvl 5 and 30 something and 2 Giratina lvl 5 and lvl 40.

how do you catch lugia? i have that but i find only sigiliphs and munnas.....

You can catch a lugia with the game soulsilver in 3Ds slot

but you have to catch all three of the therian formes first
