Unless the event was for a shiny Rayquaza with V Create, it won't be possible to get a legit one. It would have to be hacked

Well an event can have the same possibility of being shiny as a normal wild Pokemon, unless it is like Zekrom and Reshiram and has no shiny data, but most events do.
