This is in fact, false information.
Even if one parent is shiny, it doesn't increase your chances of the offspring being shiny at all.

The commonly used Masuda Method, involves breeding to compatible Pokemon from different language games to increase your changes from 1/8192 to 1/ 2194 approximately. (ie; a japanese axew and an english axew)
