You can only get it in 5th gen through an event Pikahu holding one, the last one in the US that I can find having been back in August last year. It's extremely rare if anyone has it at all.

Bulbapedia claims that you can find them on wild pikachu in the trophy garden.... Hmmm....

I got some, it started off with one, then i just got a pokemon to hold onto it while i cloned it and viola! multiple light balls!
