it depends you could use dragon pulse but if your using a drought pokemon so you can use instant solar beam use solar beam. If you have a Ninetails Or Groundon on your team its good but Politoad and Other weather changing pokemon are often on a oppenents team so then you would no longer have acces to solar beam without charging for a turn

Well I have a groudon so yeah and ill just use rock slide and to take care dragons

Personally I'd put Dragon Pulse in there but also add Leaf Blade just because of the Critical Hit factor and STAB.
