Here is where I learned to EV train my Pokemon.

EV Training made easy. (http://www.marriland.com/black_white/3906-how-to-ev-train)

For your Poliwag you're going to want to go and fight Swanna to boost your speed EV on Marvelous Bridge while collecting all the feathers you can. After you've fought enough switch to fighting patrats and pidoves on route 1 for attack. If you do this correctly your Poliwag should be ready to evolve and start learning its cool moveset.

If it's going to be Politoed you would want Special Attack or Special Defense not physical attack, also for weather you'd want lower speed since if it's two weather teams the inducer with the lower speed gets the weather induction.

exp share is for level up, not e.v training.

Actually, exp share can use for ev training, in the sense that the pokemon holding it will receive the same amount of ev from the opponent pokemon.
