The gym leaders and trainers don't follow the same rules we do. [x It's like Ash's Squirtle and Bulbasaur, should have evolved a LONG time ago.
you can find level 11 pidgeottos in viridian forest.
some lvl 13 fearows in safari.
its weird but its possible like the low-level magmars in burned tower

Well if you're going by anime standards, the anime doesn't really have any background concerning levels. As far as I'm concerned, Ash always let his pokemon decide if they wanted to evolve or not.Quote:

Well Ash's cute pokemon never evolve, but as Exflar said he can always spam the b button to stop them.
Lol B button doesn't exist in the anime :P

Charmander was cute, it evolved. Tepig was cute, he evolved too!
