i cant get through the the dark cave. can u tell me how?

You should already have cut. You need it to get the 3rd badge.
Surf, as far as my memory serves me, is also in safari. Or at least one of the HMs are!
Actually, have you beaten Lt. Surge yet?

Safari Zone. You get Surf in Safari Zone. Fly is left of Celadon City (use cut to cut down the tree).
You can catch a Cubone in the Pokemon Tower (in Lavender Town).

Dark cave is hard without flash. Did it though XD
Teach Pikachu Flash (or any Pokemon. But make sure you replace a move you don't want. Don't make it forget Thundershock, for example). To get Flash- Go through Diglett's Cave. When you exit, head south into the building connecting the 2 routes. Oak's aid should be there. He will give it to you if you've seen enough Pokemon (10, I think). Then you can make it through Dark Cave A LOT easier.
Squirtle- Sorry, no advice. Raise it in Dark Cave with all the Geodudes and occasional Onyx.
Cubone- Pokemon Tower- Lavender Town.
Surf and Strength (Surf for sure)- Safari Zone- Fushia City
You need to catch 10 pokemon. Not just see them
I've actuall been playing pokemon yellow myself. My pokes range between 28 and 30. Best way to raise squirtle is just stick her in front of your team and level up that way. Also, did you know there's a hidden rare candy in Cerulean City. It's behind the house where a man tells you about the different badges.
