I typically don't follow anime so I wouldn't know very well, but don't Misty and Brock always return when they are getting ready to leave and go for a new region?
Misty did not return in dp, she just made a cameo with her lure once.
Official article now on bulbapedia, but almost no information. I will try to give as much information as possible. None of Brock and mistys Pokémon are known to make an appearance yet.

Misty is now also a flashback, for ash's charizards most prominent appearances.

Secondly, if a voice actor is dead, they would get a new one. In Brock's case, the guy who played him from Season 1 - 8 would likely reprise the role.
