While I love your interpretation of the name and would prefer it to be called the Seafood Village cause that sounds delicious, I'm pretty sure it's Seafolk Village :P
And to add to this on how to find it;

You can get it in the Seafolk Village by going in the Huntail house and talking to the man there.
