Yeah you need to train. I went in there with lvl60 and barely came out alive. Togekiss should be fine though. If you train in victory road and challenge them a lot you will lvl up

Mine is my lvl 100 articuno. I put a lot of work into it and it has won every battle for me
I prefer snivy because of the speed advantage. It is a good Pokemon when you need to strike first. All you need to do is get other Pokemon than cover its weaknesses and snivy theirs
You should get articuno. I trained mine from lvl60 in platinum to 100(took me forever, no hacks, no rare candies so it got plenty of evs)
