You can get a lvl 5 Ho-oh from the dream radar, but not shiny.
It could be a legit Ho-oh that has been shinified or completely hacked. But one way or the other, it's hacked.

Meh, I like the original design much better than Y. But Y doesn't look too bad, and it looks significantly better than X for sure.

Since the majority of shiny events are hacked, I'm only interested in them if you can guarantee it's legit. Which you can only do if you caught it yourself, directly know the person who caught or it...

You can find the exact date stamp in the pokemon's summary. It's on the same page as their nature, characteristics and place met.

It's 100% legit, the item was obtained from the event and then soft reset for shiny. It's untouched. It does not have good IVs in case you care about that.

The was a pre-release event on july 6th. Whether you call cloning hacking is up to you, but it's not powersave hacked.
Diancies with the date 7/10/2014 are powersaved.

And you cannot have shadow pokemon on XY, but as the guy said: it has been purified. Meaning it's no longer a shadow Lugia, but a regular Lugia with unique moves.
