It was caught at 11-3-2011, its ot is Japanese as well as its name, id number is 39939, moves are swift, fire blast, sunny day, recover, and it was caught with a masterball and he's a relaxed nature.He's stats are

I also got a lugia at the gts and its also from kanto lv 70 and it as fateful encounter its Japanese as well as its name caught at 12-12-2010, caught with a ultraball, id number 28202 and its attacks are recover, hydro pump, rain dance, and.weather ball.

its possible you may have received a mysticticket ho-oh which would mean it is legit the moveset checks out so does its location
the lugia might be legit to since everyhing except the move weather ball check out but you can teach it that attack in 4th gen

Unfortunately there is no legit shiny Celebi. What is the OT and ID?

MissingNo is right you can't catch celebi in the wild but people get legit pokemon and turn them shiny, like me
