Weather Tier Division?

If I make a weather team, must all the Pokemon be within the same tier? I've been wondering... If so this makes my Rain team obsolete xD

Well if it is smogon rules then it doesnt matter what teir the pokemon is as long as it is not uber if your doing ou, but if its ubers obviously any pokemon is fair game, also in ou swiftswim is a banned ability with the use of drizzle politoed, but this does not apply in ubers, but if its not smogon, everything i just said is irrelavant. I never use smogon, they have really annoying rules. But I got it now thanks!
