I'm not good at battles. But I am good at raising level one Pokémon, so, what happens if you put level one Pokémon against each other? I mean... For.. You know.. Science...

Make sure before people start that like in LC rules, Sonicboom and Dragon Rage are banned. Also specify whether they have to be basic or people can use the likes of Porygon-Z and others that can be evolved at level one by stone, trading, or other means.

It is just level one basic baby Pokémon. You CAN use egg moves, but you cannot use the first evolution of these Pokémon. The only exception to this is pokemon that you get by using incenses. Eg: You can use a level one budew, or Roselia. That's it. For
