Thats not very specific yes i know it's a riddle but not many legendary Pokemon have fingers like kyorger the legendary birds ho Oh and Lugia also dialga giratina arceus and the musketeers quartette they either have wings fins or Nothing but legs

Lol I meant it as it's the only one in its respective legendary group (eg a duo/a trio/a quartette) that doesn't have fingers. So if it's the legendary birds, they all don't have fingers so it's naturally not them.
