Looking for a Riolu/Gible

Would want a decent nature at least. Low level preffered. Will trade a Gen-2 Starter. I want to start Soul silver with either of these two instead of a regular starter.

I could probably get you a Riolu! You wouldn't be able to start Soul Silver with either of those though, since they're not in the regional dex in those games

I did some searching and It says I don't need a national Dex. -_- Is this information wrong?! I'll be so bummed...

I might just be wrong, but I thought it was the same regional dex as gen 2 since its a remake...I could be wrong though

Yeah, every piece of information I find says it doesn't matter. Soul silver can trade as soon as you get the 1st badge. Sooooo... How about that Riolu? I can offer one of the starters....
