you realise the programmers atually made it completely impossible to get a shiny victini. any shiny victini will be hacked (they also made it impossible to get a shiny reshiram, zekrom or arceus without hacks)

yeah, all event pokemon (unless they are meant to be shiny) pokemon direct form the dream worldcan never be shiny. You can breed a shiny pokemon with it's DW ability though.

Sadly Celebi can't be shiny (unless hacked). Even ageto celebi is nearly impossible to get as a shiny, so basically you can say that there's no legit shiny Celebi. I hope there will be a shiny Celebi event in the future but I doubt it :/
