Is Sand Veil better on a competitive Garchomp or is Rough Skin Better?

I read that sand veil was gonna be banned or something like that.

i would say rough skin

Rough skin + rocky helmet combo is a bit better than sand veil to me with the sandstorm change. also if you follow smogon rule there is the Evasion Clause and sand veil is a banned ability.
