hacked pokemon

In 6th generation I was under the impression that hacked pokemon would not pass through pokemon bank, yet I'm still
seeing shiny emboar caught in master balls and celebi in luxary balls.

Are some countries allowed to transfer hacked pokemon? This is really bothering me and would like to know.

Celebi came in a luxury ball , it's from pokebank .

Sadly pokebank only stops pokemon with things they can't get such as a pokemon with max evs in every stat, it is unable to stop anything that is possible to get, and the pokeball is ignored when transferred.

I know how to pass hacked pokemon it's really easy, you could do it if you knew how lol

The ball thing, is it possible that the parent is a ditto caught in a MB? Do balls not transfer from parents now?(Or at least have a chance to).

Personally I think hacking your pokemon defeats the nature of the game, but to each their own I suppose.
