evolving Azurill

My Azurill hasn't evolved yet and I've leveled it up 26 times, given it berries, massaged it and everything. I know it evolves from friendship but I don't know what else to try. Advice?

Have it hold the soothe bell and then just bike around a lot. An easy place to do that is go to the area with the Lumiose city gym (the one where the screen rotates in a circle). You can ride around there easily without worrying about hitting anything. If you have a clothespin or something else, you can pin down the control pad so your character bikes in a circle and you can go do something else.
