what move set and EVS should I run on a flawless shiny lugia that is modest nature?

Apparently smogon recommends bold nature to use it as a wall.

I got modest nature only, can anyone give me some ideas.

I'm running, calm mind, thunderbolt, ice beam and recover.

you probably want to use Psychic as its primary stab. but is more of a defensive pokemon so EVs on HP is a must, and dual Screens are perfect on it

I was considering psyshock as well. Should I kick out thunderbolt for psychic? since ice can kill air, but thunder can kill water types which have ice beam that can kill my lugia.
