If Pidgy evolves at level 18 then how does the first gym leader have an evolved one at level 13 :l its un-fair

some lvl 13 fearows in safari.
its weird but its possible like the low-level magmars in burned tower

A lot of gym leaders have 'under-leveled' pokemon. Like Iris/Drayden have a hydreigon below level 64. Zweilous evolves starting at level 64

Well if you're going by anime standards, the anime doesn't really have any background concerning levels. As far as I'm concerned, Ash always let his pokemon decide if they wanted to evolve or not.

Well Ash's cute pokemon never evolve, but as Exflar said he can always spam the b button to stop them.
