Evolving pichu

I've been trying to evolve my pichu but it hasn't evolved yet it's level 23 now. I've done the pokemon amie is there something I am missing? Also I didn't hatch it I transfered it from another game I have.

Pichu will only evolve if it is very happy with its trainer, pokemon Amie doesn't count. Give it vitamins, let it level up with the power items, give it massages or let it hold the soothe bell. Pokemon that requires happiness to evolve are easier if you bred and hatched them.
