I personally think they're big cats.

Suicune a leopard or panther, Entei a lion, and Raikou a tiger!

But Suicune DOES seem a little wolf-like...

I think their body structure/anatomy is more of a big cat like. And yeah, Suicune does seem a bit wolf like, but imo it's still a kitty. So I'll go with felines, even though I might sometimes call them the legendary dogs since it's the term almost everyone gets when mentioned.
