Other Information This Victini was part of a Pokemon Scraps distribution. Basically, you could get serial codes obtained from clippings in Japanese TCG booster packs.
These codes could be redeemed on the Pokemon campaign website to obtain items for OR/AS or even better, event Pokemon. Victini requires 16 codes.

Note: this is a clone Pokemon.
